You can send a legal notice to the builder through an Advocate asking for refund of the amount along with 24& interest and possession of the apartment. You can further file a consumer complaint before the Consumer Forum for adjudication of the matter.

Is there a way for comulosry registration of a property where the seller is not willing to transfer the property?
My father has bought a land and a house together 16 years ago, and had a written agreement that upon full settlement of money, the seller should cooperate in the execution of sale deed. But, the seller, even after the full settlement, didn't register the property in my Father's name. Due to ignorance, he left the matter of executing the deed for 16 years. Now, we approached the seller again for registration, for which he refused and made demands like, cutting down the trees In the property, giving a portion of land etc., we did all that and he even took a border wall in the portion we sacrificed, because of the promise he made to execute the deed of his demands are met. But now, he demands further more money,and mentally torchor all my family members. He is not willing to register the property for us. Now, what will be the legal move for this? We are getting stressed and mentally affected because if this problem.please provide us a solution.
