How do I obtain a restraining order against my biological father?

My biological father has been harassing my Mother and my younger brother for the past 10+ years. I seek a restraining order against him to ensure a better quality of life with less stress and anxiety that is threatening our well being viz my mother's performance in her office and my younger brother's studies along with my further education.
