Money Transfer to Wrong Beneficiary Account

Whether a non relative or non friend can be given a loan? Can it considered as friendly loan? If not then can a individual give business loan without lending licence? And whether interest or royalty or fixed compensation can be charged on friendly or business loan by a individual lender having no licence? Can a individual lender has the right to mortgage any movable or immovable assets of borrower? Now another instance Whether the money given can we show as? 1) advance given for buying any services of business Or 2) advance or payment of any of his any movable or immovable assets Now as the royalty or interest or whatever u term it , the monthly compensation or royalty is almost 5 percent Now as per law I cannot charge more than 18 to 24 perc nt ,so for pending can we make any other contract say employment or services provided monthly charges etc

I took admission in IGNOU in 2019 and then as you know lockdown happened. They told us exam and practical wont happen but we will get marks but it is 2025 and i haven't still got them and even my assignment marks are yet to be updated from back then along with 2nd year and i was asked to submit again and even know practical aren't being conducted and they are asking to go to another center which is in another city to give practical taking weeks which defeats the very purpose of distant learning and i cant with work and all this stuff has drove me to point of suicidal 6 years of agony and constant email and multiple visits to study center and even regional center and also constant taunts of everyone that i cant even do basic distant learning graduation in 6 years, i was thinking of suicide due to breaking of my mental but i got to know how someone in same situation fought them legally and won against them so i decided i will at least try this first, due to no degree i can sit in any government and unable to even give SSBs or anything even if i clear written exam. I am trying to look for lawyer who has fought similar cases against ignou and dont mind giving even huge percent of compensation if its resolved quickly.

Sir i have lodged complaint in police station against job fraud. But other party lawyer came to P.S and assured us they will return our money back in 15 days and they made me to take case back without in presence of other party. I take my complaint back. In case if they not return in this period can i lodge complaint again and go to court.
