How can I get my money back from the Property Broker if the deal didn't go through?

Hi, I met a broker (in Pune) in September 2017 who showed me a flat for Rent purpose. I liked it and gave him the token money for the flat (Rs. 10,000/-). I have screenshot of that transaction. But somehow, the agreement did not happen and I had to rent another flat through other Broker. The earlier broker had promised to return the money within 10 days. but everytime I asked for it, he would cook up some story. Fast forward 15 months..
