Building owners association not allowing to upgrade broadband internet wiring affecting our business

My office is in a commercial building in Nehru Place and the business depends on good broadband internet speed. The Internet provider wants to replace the copper wiring in the building with Optical Fiber at his own cost for which he is ready to give token money to the Owners Association which is managing the building affairs. But the owners Association of whom I am also a member wants the Internet company to pay a monthly rent of Rs 25000 to allow them to change the wiring for all time to come

Since you yourself are a member of the Owners Association, you can take up the issue with the meeting of the Association. The demand of the Association seems to raise its revenue for common good of the Association. But if you can persuade them that permitting Optical Fibre in place of copper wiring will benefit the members more, your Association may agree. Further the Bye Laws of your Association also have a bearing on the issue. If the Bye Laws do not permit the Association to ask for payment for such services, a legal remedy may be available.

Interion designer cheated with material and stopped the work too

I entered into an agreement with interior designer for my home. The agreement copy was sent via email and accepted by me in same manner. Agreement mentions specific material to be used and duration on the work When first lot of material arrived, I found him cheating on this as it was not of the standard we agreed but very low quality and other local brand. When I pointed out, he said it was an error and later he said he won't work for me. When asked about refund, he said he'll refund the entire amount in 2 days but he never did. I even insisted that if you are not returning the paid amount (~ 50%) at least resume the work but he denied that too. Its been a while and now I am fed up of chasing him and getting harassed this way. Can I file a consumer case on him for refund as well as compensation? what should be my legal steps on this. Please help with your invaluable advice.
