13.Working journalists entitled to wages at rates not less than, those specified in the order. On the coining into operation of an order of the Central Government under Sec. 12, every working journalist shall be entitled to be paid by his employer wages in the rate which shall, in no case, be less than the rate of wages specified in the order.
