There have media reports about Uttar Pradesh Government that the government has been endorsing police encounter killing in light of situation of law and order in the state.  The National Human Rights Commission (NHRC) has taken a suo moto cognizance on these reports and have demanded a detailed report from the state within 6 weeks.

The statistics of the encounters has been shown by the NHRC in its press release. From the takeover of the present government i.e., March, 2017 till now there have been 433 encounters  and in such encounters 19 criminals were killed while 89 were injured and 98 police officials have been injured and one has died.

In a report published on 19 November it stated that the Chief Minister of UP has taken a lot of pride in these encounters and said that these encounters are proof of state’s improvement in the situation of law and order. The Chief Minister was quoted as saying, “Criminals will be jailed or killed in encounters”.

The NHRC further stated in its report that State cannot resort to such mechanism even in the grave situation of law and order as such mechanism results in extra judicial killing of alleged criminals. It further stated that the statement given by the Chief Minister will provide a free hand to deal with criminals to the police and to the other states. Such situation is not good for a civilised society as it will create a fear in the minds of general public as well and it also violates the right to life and right to equality.
