What is validity of my H1B 2017

My friend is an M.E. post graduate, working as an assistant professor in an engineering college, A neighbour of him has filed few cases purely out of vengeance with ipc numbers 147,148, 294 B, 323,324, 506(2) against him nearly 5 yrs back. As of now ,as my friend is trying to move abroad for jobs, what could he do in this case to move abroad. Is there any court orders something of that sort could be get from the court. Kindly advise.

I am a medical student and had to visit USA for clinical electives for which I had already paid the fee. My visa was rejected on no clear grounds. I am a single child, with father working in govt job. I do not have very close relatives in USA.

Should I apply for L1A visa before H1B or after? Would it be a problem if both applications are in process concurrently from different companies?
