The Power of arrest comes with the power of cognizance. Our criminal law provides two types of offence, one cognizable and other non-cognizable. The person who commits a cognizable offence can be arrested without any prior intimation. You have committed an offence under Delhi Excise Law, if in Delhi or other state law as applicable in your state but I will be able to guide you better if I read the FIR and will then be able to present you the proper defense.
