Stolen of a vehicle is a Cognizable offence u/S 379 IPC. So registration of FIR by police officer is mandatory It is held by 5 Judge Constitutional Bench in Lalita Kumari vs Govt of UP ,2 SCC, 1 that registration of FIR is mandatory in Cognizable offence, and police officer refusing to register FIR, a contempt of court proceedings can be initiated against him. A police officer have to information the owner before impounding the Vehicle

No, a police officer does not have such power.....n if someone does so then you should state your grievance to his superior officer

Delhivery courier deliver a partial delivery out of 12 packages.. i waited for over 15 days for their complete delivery. It was only about 40 minutes drive away from its destination office to its ware house. Since it is not far awsy from its destination, I went to their ware house several times. But, every time i went or send someone for the same there, they never paid heed to my grievience... it is very very frustrating.. i am mentally hurt now...
